The Terms of Reference (ToR) for the Third Party Monitoring (TPM) of the Muslim Aid Project 2026-15 focuses on the Somalia Emergency Health Access and Resilience Initiative (SE-HARI).
This initiative aims to independently verify the delivery and quality of health services across various facilities in Southern Somalia, particularly in maternal and child health services, referral systems, and management of essential drugs and vaccines.
The monitoring process will involve a comprehensive evaluation, including qualitative feedback from beneficiaries and verification of project indicators, to ensure that the needs of the community are effectively met and to identify areas for improvement.
The TPM will assess the functionality of health services, including the effectiveness of referral systems and the management of essential supplies.
It will also evaluate the quality of services from the beneficiaries' perspective, aiming to gather actionable insights for program enhancement.
The initiative seeks to address previous findings from the 2025 TPM and ensure that corrective actions are implemented effectively, thereby contributing to the overall improvement of health services in the region.
